New Chemical Hygiene Plan
Argonne maintains a written plan, to fulfill its obligation under federal law and our contract, describing how it protects employees from the risks posed by laboratory-scale use of hazardous chemicals. In the past, the task of maintaining such a plan was delegated to each division using such chemicals. Work to develop a single, unified chemical hygiene plan (CHP) began in 2014 by Argonne’s programmatic ESH/QA working group. ESQ joined the effort and the result is a new laboratory-wide chemical hygiene plan.
Divisions will no longer have to maintain their own chemical hygiene plans.
The unified Argonne plan recognizes the role of the Laboratory Management System (LMS) procedures and the Work Planning and Control (WPC) application, and leverages the possibilities of CORAL. The new CHP offers more definitive guidance on requirements for managing particularly hazardous substances (PHS), a category that includes carcinogens, reproductive toxins, and substances having a high degree of acute toxicity. A PHS list has been added to the Chemical Ordering, Reporting and Attributes Library (CORAL) (Login required) which creates and manages chemical records, inventories and tracks chemicals, maintains safety data sheets (SDS), and provides reporting functions.
Additional control sets are being incorporated into the WPC application. Related chemical safety program enhancements will soon include improved chemical laboratory safety training and upgrades to the ESQ chemical safety webpage (Login required). To ease the transition from division plans to a unified plan, the CHP will be implemented over a four-month period. In addition, Argonne local organizations that maintain a local chemical hygiene plan may continue to work under that plan for the duration of its current review cycle (e.g., if annually reviewed on September 15, 2014, it would remain valid for a period until September 15, 2015), or until the organization has cancelled its local plan or has otherwise declared itself to be working under the site-wide Chemical Hygiene Plan.
Town hall meetings will be held in May and June.
